· VCCI


VCCI(Voluntary Control Council for Interference) is a voluntary certification program for IT equipment in Japan.



· Overview


With the rapid development of the electronics including the spread of data processing equipment such as PCs, fascimiles, and electronic office devices using digital technology, electomagnetic interference occur in wide frequency bands as well as reception failures in radios and televisions. CISPR recommended technical standards for measurement of electromagnetic interference and VCCI is established by mutual cooperation with JEIDA, JBMA, EIJA, and CIAJ.


Those systems are similar to FCC certification program and the certification testings resembles Korean KC regulations.

Remarks
· For initial registration, apply as specified in Article 3 of the above rules but you can also apply as specified in Articled 15.
  Make sure your application satisfies the requirements in either article.
Documents Required

 Before Applying for VCCI, Membership registration is required and the following information shall be included on the application form :

· Name of the Company

· Signature

· Contact Information

· Business Categorty

· Date of the Establishment

· Name of the IT device for VCCI certification

· Information about Testing Equipments

· Address and Contact of receipt of the document

· Information about Branch Located in Japan


※ After Online Registration, Conformity Report is required to be submitted.

The manufacturers should be able to support related documentations that the device is qualified for VCCI's technical requirments.

To verify that the products are qualified for for technical requirments, product testing is mandatory from designated/registered testing laboratory by VCCI
Registration of Compliance
The lead time is about two weeks if the manufacturer submits the related form to be approved for compliance report to VCCI





· Marking


For those Class A product with manufacturer's submission of conformity shall use the labelling system and for those with Class B products shall indicate labelling/marking. VCCI has its own regulation about marking/labelling on catalogues and user's manual therefore the related party should noted for the marking system


Class A Products
The Marking Shall be indicated on the place where it is easily distinguishable :

This is a Class A equipment. Operation of this equipment in a residential environment could cause radio interference. In such a case, the user may be required to take corrective actions. 
Class B Products
For each shipment of Class B equipment that has been registered, Members shall put the mark shown below at a readily visible position on each equipment :

· PSE(Product Safety Electrical) Certification

Overview


The PSE certification is a compulsory certification that has been in effect since April 1, 2001 under the Japanese Electrical Appliances Safety Act (Previous Act), where the Ministry of Economy, Trade and Industry (METI) is in charge.


The purpose is to minimize the occurrence of obstacles caused by electrical appliances by regulating the manufacturing and sales of electrical appliances as well as promoting private independent activities in securing the safety of electrical appliances. Therefore, a person who manufactures or imports and distribution of electrical devcies to Japan must meet the technical standards in order to label appropriate PSE mark.



Certification targets are divided into specific electrical appliances (SP, 116 items) and non-specific electrical appliances (Non-Specified Products, NP, 341 items), and the certification procedures and requirements vary depending on the two items and the type of PSE mark is also distinguished.

Target ItemsThe 116 items that are under the ‘Specified Electrical Appliances & Materials’ (Category A) are particularly likely to cause potential hazards due to their structures, materials and or usage. Items must receive mandatory conformity assessment by authorized assessment bodies to obtain PSE Mark certification before the product could be sold, manufactured, or imported into Japan.
· The 341 items that are under the ‘Non-Specified Electrical Appliances’ (Category B) may also obtain PSE Mark certification. Manufactures and importers of Category B items who wish to have their product types approved according to MEIT under the Electrical Appliances & Materials Safety Law may submit testing and inspection reports and makes self-declaration to obtain PSE Mark certification. 
Certification Process

Application Form → Product Testing/Factory Inspection → Issuance of Certification(Similar to KC Safety Certification)

Apply for Certification → Product Testing → Issuance of DoC (Similar to CE-DoC)

Overview


The Japanese Industrial Standards Committee (JISC), Japan's national standardization body, plays a central role in developing standards in Japan covering a wide range of products and technologies from robots to pictograms. JISC is also responsible for Japan's growing contribution to setting international standards through its work with the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC).
